Summary

The Fair Lending Compliance Officer is responsible for administering, implementing and coordinating the Fair and Responsible Lending Program for the Compliance Department and monitoring the Credit Union’s performance in complying with the requirements of Fair Lending. The role will perform statistical and geographic analysis of lending patterns and review the Credit Union’s standards, processes and procedures, loan agreements, and processes to ensure there are no Unfair, Deceptive or Abusive Acts or Practices (UDAAP). The role will also provide guidance to Business Units regarding the meaning and requirements of Fair Lending laws and regulations and periodically compile reports to Management for analysis and tracking purposes.

In this job, you will

• Perform all responsibilities in accordance with BECU Competencies, compliance, regulatory and Information Protection requirements.
• Conduct disparate impact analysis of the Credit Union’s lending activity, coordinating as needed with outside counsel and statisticians. Ensure proper parties receive final reports.
• Review disparate impact analysis results with Department management and coordinate with Business Units to identify potential discriminatory activity.
• Perform geographic analysis of the Credit Union’s lending activity (using HMDA and/or other data sources) to identify potential areas where the Credit union underserves certain communities.
• Identify Fair Lending risks through data analysis, ensuring results are reported to executive management and the Board of Directors.
• Review Credit Union policies and procedures to determine fair lending compliance and ensure absence of Unfair, Deceptive or Abusive Acts or Practices. Recommend changes/revisions as appropriate.
• Research competitors lending practices and advise management as needed regarding best practices and/or internal process improvements.
• Research regulatory issues and respond to compliance questions raised by Business Units in regards to fair lending and Unfair, Deceptive or Abusive Acts or Practices, and develop feasible alternatives and recommend courses of action.
• Provide regulatory and legal risk assessments of Fair Lending and Unfair, Deceptive or Abusive Acts or Practices issues and concerns and actively work with management and staff to resolve.
• Coordinate with Compliance Department management to maintain BECU’s Fair Lending program document.
• Conduct compliance reviews and monitor REGS in accordance with established standards and practices.
• Assist in the analysis of BECU’s regulatory compliance posture and the development of control recommendations.
• Maintain current knowledge of regulatory policy and/or procedure changes in the industry.
• Consult with Business Units to keep them abreast of regulatory policy or procedure changes.
• Maintain a thorough understanding of BECU’s annual operating and business plan, and actively participate in the facilitation of the goals and objectives of the plan.
• Perform additional duties as assigned.

Qualifications

• Bachelor’s degree in business or equivalent work or education-related experience required.
• Minimum three years of experience within BECU or another financial institution in Fair Lending and/or Compliance required.
• Excellent knowledge of Fair Lending laws and regulations and CRA Wiz required.
• Experience in project implementation and risk assessment required.
• Experience with research, legal analysis, and report formatting preferred.
• Regulatory compliance certification or continuing education preferred.
• Strong analytical and research skills required.
• Proficient verbal and written skills required to effectively communicate in the English language.
• Excellent conceptual, analytical and problem solving skills to ensure compliance issues are resolved effectively.
• Full-time hours required, with additional hours as necessary.
